As of April 2019 you can now clear into Greece easily at the marina. You pay the DEKPA fee to the marina office when you check in the boat. They give you a receipt that you take to the Port Police (office near marina office). They look at ships papers and passports and issue DEKPA. Very easy.

The new cruising tax coming in May can be paid online via bank transfer.

Tried to Clear Into Gouvia, they would not take us as we were a foreign flagged boat that was coming from Montenegro.

We were sent to the Commercial Dock near the old fort and were not welcomed by an official (who was useless at line-handling) he was concerned about the ferries and other commercial vessels who use the port.

Main officials were excellent however I would recommend other similar (Non-EU) vessels anchor in the bay below the Citadel and walk/bike or taxi back to complete formalities.

Gouvia is one of the friendliest sailboat spots anywhere in Greece. The Volvo engineer is incredibly responsive and capable as were all the service providers we used this summer.
