Prices are expensive in the top restaurants serving Basque cuisine, eg. Arzak at 21, Alto de Miracruz (Tel: 943278465), Akelarre at 56 Paseo Padre Orkolaga (Tel: 943212052).
But there are many others, reasonably priced, especially in the Parte Vieja (Historic Quarter).
