Taxi services are sparse, best to call for one.
Bus services into Athens are fairly straightforward: from Porto Rafti, you may need to change once in Markopolou and then onward to the metro stop near the airport. It is faster to arrange a local taxi to the closest metro stop, then take the metro into the city.
The trip into downtown Athens from Porto Rafti is approximately an hour total. The return trip may be easier with a taxi because the trip will be similar in price and duration to an airport run.
