General Clearance Procedures

The situation seems to fluctuate in Porvenir, however there is still only an Immigration office here, and no Port Captain. This means that it's possible to clear into the country with Immigration, however, a Panama cruising permit will have to be obtained later at Puerto Lindo (50nm from Porvenir) or Colon/Shelter Bay, or a manual permit obtained from the Port Captain in Puerto Obaldia if coming from Colombia.

If clearing out of Panama at Porvenir, first clear out with Immigration, but you must then clear out and get an international zarpe in Puerto Lindo or Colon (or elsewhere) prior to departure.

Cautions

  • Be aware that entry into Panama via an official Immigration office is mandatory within 72 hours of arriving in Panamanian waters. Yachts that fail to do so will be fined for illegal entry to the country [$1000 for each crew member on board]. In Porvenir, cruisers have got confused believing that the Guna Congresso stamp in their passports [which is actually illegal] is the Immigration stamp and have missed the Immigration office completely (Guna Congresso won't tell you to visit the Immigration office).
  • If arriving in the San Blas first (or trying to clear out in Porvenir), it is not advisable to take the SUVs from Carti in the San Blas Islands to Panama City or to Colon to clear in/out as you will pass through police checkpoints who will give you a hefty fine (or even arrest you) if you have not already visited an immigration office and had your passport stamped.
  • It is recommended to have San Blas listed on your exit zarpe from your previous port (e.g. Colon via San Blas).

Offices in Porvenir

In Porvenir, the Harbor Authority, Immigration and Guna Congresso are all based in the same building (three small white housed behind the pier with "General Guna Congresso" on the front door), making paperwork and payment of fees very easy.

  • Guna Congresso: The cruising permit for the San Blas is issued by the Guna Congresso in the office next door to Immigration. Note this is not the same as the Panama Cruising Permit which has to be obtained at Puerto Lindo. They should not put a stamp in your passport (this is for Immigration only). They will charge $90 for entry to the San Blas. Ask them directions to the Immigration office for your official entry into the country stamp. Little or no English is spoken here.
  • Immigration: Don't miss this office. Some cruisers have made the misunderstanding that the Guna Congresso stamp in their passport is the official entry into the country stamp. It is not and they should not be stamping passports. See Panama Immigration for the process to expect. See photo below to show the difference between the 2 stamps.

  • Port Authority/Customs: Clearance with these authorities is not possible in Porvenir. On the Caribbean side clearance can be made at  Puerto Lindo, Colon or Portobelo.  Note that if you check-in at Portobelo you will need to go to Colon to buy your Cruising Permit.

Possibly the current simplest solution to clearing into Panama for cruising the San Blas is to go to Linton (Puerto Lindo) to get the cruising permit (Port Captain open Mon-Fri 08:00-17:00), then take a bus (less than $2), or taxi, to Portobelo half an hour away, for Immigration to stamp your passports. You can then sail to San Blas and get the Kuna permit at Porvenir (approx. 8 hour sail).

Local San Blas Fees

In the San Blas Islands you will need to pay a local tax to the Guna Yala Congresso per crew member, plus an anchoring fee. See Panama Fees for the latest.

It is likely that a local tax will be charged in each populated anchorage, but will probably include a guided tour ashore.

Fees to depart the San Blas are $4.20 + $1.50 clearance. At weekends or holidays there is a $20 overtime fee for consent to depart.

Beware of locals posing as agents charging very high prices to assist with departure clearance.
