General Process:
Although VHF Channel 16 is monitored by Port control, this is for large ships to coordinate the picking up of pilots etc. which are then moved to channel 12 (port operations). Don’t expect the Port control to be directing or dealing with sailing vessels.
Club Naval, the oldest yacht club in Maputo (103 yrs old as of 2017), use Channel 20 out at Inhaca island where they have a repeater base, and Channel 10 closer to the city. There is a radio operator (mainly Portuguese speaking) that is on duty during daylight hours dealing with club boats etc., but they can provide some advice if needed.
It is possible to come alongside one of the wharves for clearance formalities. If using an agent they can arrange for all the authorities to come to the Club.
If not planning to step ashore, there is no requirement to officially clear in, especially if waiting for the weather to clear.
