Local Indian SIM cards are cheap and call rates some of the cheapest in the world. There are a great many pay-as-you-go-plans which give unlimited calling and texting in India plus data per day. Check on roaming charges if travelling out of state, also on ease of arranging top-up.
If staying a short time (a week for example) you may find a local who has a SIM card that you can rent.
If you’re staying longer, some mobile network providers offer packages that are tailored for tourists. When arranging a new service, you must bring your passport and expect to spend an hour or so completing forms and getting things set up.
Important Note: It is illegal to use any type of satellite phone while in the Andaman Sea and in Indian territorial waters. Such communications are monitored and can result in severe penalties, even imprisonment. Inmarsat and Iridium devices will be "sealed" in a compartment on board upon arrival and rechecked on departure. These devices are also sealed on arrival in Cochin.
