This east coast port is reported to be a better point of entry. This is because officials are more used to foreign boats as this port was used in the past for the finish of a race from Hong Kong.
Ana Marina, just 8km north of the city, is a very convenient clearance point and an agent will be appointed to assist you. Contact them in advance and they will send you an arrival document with details of paperwork needed and the procedure for entry.
According to the Ana Marina website, yachts clearing into Vietnam at the marina will need to provide:

No one must leave the yacht until free practique has been granted after the health inspection.
