Portugal's Instituto Hidrografico has a very good website (in Portuguese but very easy to understand). Their "Notices to Mariners" (Avisos aos Navegantes) giving information on changes to buoyage and lights etc. is updated every day on the website. They also have electronic charts for all of Portugal [https://hidrografico.pt/op/9], tidal information plus lots of other features.
