On approach, contact the Port Authority on VHF Channel 16 and 71. They are not used to yachts and may allocate an unsuitable berth. It is also possible to get permission to anchor in the lee of the main harbor.

We have visited Shengjin last fall ( October 2014). The harbour has been extended considerably, new outer breakwater, much better protection than before. Also, new key has been built, cca 2,2 meters high, with big commercial rubber fenders, spaced at 17-18 meters.
Not a very busy port, we stayed there for four days, alongside, paid 50 euros for agent and stay (17-meter catamaran). I don’t think they charge by the size it’s more a matter of negotiation. Harbour is guarded and we felt completely safe. Water by tanker, same for diesel, but we took none. Depth is no longer a problem inside the harbour and along the new key, at least 4 meters. You can find new pictures on Google earth and have an idea of the harbour.
+The town is very busy in the summer, for two, three months, then it closes down, almost. Agent Frok, 00 355 68 203 5531, call and agree on price upfront if possible ( from Durres or elsewhere)
