This is a Port of Entry. See Romania Formalities for details.
Proceed to the inner harbor ("tourist harbor") in this large, well buoyed commercial port used for shipbuilding. Border Police and Customs/Immigration should be waiting on one of the pontoons. If not, they are located in a white metal container/office across from the Southerly pontoon.
If coming from another Romanian port, only a visit to the Border Police is required. Sometimes the Harbour Master will be conducting most of the clearance procedures.

New office building operational in 2015 to the left when leaving the pontoons. Generally an official will arrive as you approach a berth or very shortly afterwards.
