The Kuna Congresso is restricting travel along the Carti road for boaters to only owners of vessels. They are attempting to stop all charter trade and block the backpackers from using this route.
All boat owners travelling this route should be advised to bring a copy of their vessel documentation and a copy of their cruising permit.
