Ukraine - Restrictions
Once cleared into Ukraine, a yacht must stay within Ukrainian territorial waters (i.e. less than 19.2 kms/12 miles off-shore) if you don’t want to run the risk of being stopped by the Coast Guard.
Now the Crimea is under Russian control, it is essential to keep well outside territorial waters in this area as it is very unlikely that private yachts will be permitted to visit in the near future.
There is a culture of lack of respect for private property and security can be a problem as people will happily try to board a yacht to take photos. Fenced and gated marinas will stop only a few.
Smoking and drinking alcoholic drinks in public places is officially banned. Public places include transport, bus stops, underground crossings, cultural, sports and governmental establishments, playgrounds and parks.
Carry your passport at all times for ID purposes. Police may carry out passport checks on foreign nationals. Police officers should introduce themselves (name, post, rank, reason for ID check) and present a document verifying their position. Your original passport is required since no other document can provide information on your legal status in Ukraine. If you’re detained because you have been unable to present your passport, you should ask for an official report.

NATO Shipping Centre and the U.S. Department of Transportation’s Maritime Administration (MARAD) have advised that vessels should avoid entering or approaching the Sea of Azov, Ukrainian ports, or Ukrainian territorial waters in the northwestern Black Sea. Further, there is a risk of collateral damage in the northwestern, western, and southwestern Black Sea from the threat of drifting mines.
Since late February, there have been reports of naval mines in the water near Odesa, Ukraine. Media reports and Turkish government statements indicate that Turkish and Romanian authorities have neutralized potentially explosive mines drifting across the Black Sea.
