The Cruising Association have reported today that there has at last been a breakthrough regarding the TEPAI, with the Greeks agreeing to delay this new tax until 2nd May.
The formal announcement of this will be later today (29th March 2019).
They have also published important concessions :
1. Yachts hauled out of the water are automatically deemed “Out of Use” – in their description, “Not in Greek Waters”. There is no need to file your ship’s papers when hauled out. This will remove a significant issue.
Note: Yachts “Out of Use” but still in the water, are required to file their ship’s papers with Customs (Transit Log) or Port Police (DEKPA).
2. Initially, you may back pay tax if you “willingly” go and pay it, if you are found to be unpaid – and will therefore avoid a fine.
Chris Robb of the CA who has worked long and hard to get some concessions from the Greek government told Noonsite, “There are still further issues needing clarification, but the main issues of initial fines has been passed. We still expect that there may be queues at the Port Police at the end of each month, but much of the pressure has been lifted from them”.

Since 10th May the TEPAI application is online now.
At https://www.aade.gr/polites/etepa is a new user manual and also a renewed FAQ.
Actually the application is offline again due to services of their computers until Monday.
I have tried the application yesterday and it works, however rather complicated.

We would like to inform you on the recent developments regarding the Hellenic Cruising Tax (TEPAI).
Firstly, as of today the implementation of the Cruising Tax has been postponed till Thursday the 9th of May 2019. You will find attached the informative brochures published by the Authorities regarding the details and implementation of the tax along with methods of payment and a list of frequently asked questions which are quite helpful. Other than the postponement nothing else has changed regarding the details of the tax.
Furthermore, we are happy to inform you that in cooperation with the Mytilini Coast Guard HQ our Marina will provide a certificate which will confirm that your boat is indeed stationary (not sailing) and anchored in our Marina and therefore will be exempt from the tax for the relevant months. After your arrival of course and once you commence sailing you will be obliged to pay the tax for the respective month.

just don’t go to greece, that’s the solution
It is not normal what they are trying to do there.
If other countries see this they will soon collect shipping tax everywhere.
So all boats look for another beautiful country.
i totally agree with you. What is the reason for this tax ? how many boats wander around greece waters ? what will be the amount of tax to be collected ? i find it completely unnecessary and it will put a barrier to get into greece waters.

Anchor overnight in Kalami and do the paperwork the next day.

I live in the States but keep a UK registered small yacht (9 meters) in Montenegro, where I spend several months each year. I intend to visit Greece (and Albanian waters) several times each year. Will I need to obtain and pay for both DEPKA and TEPAI.
Also, coming from the north, my first preferred anchorage in Greece would be Kalami. Would it be an offense to anchor there overnight without the DEPKA or TEPAI, which I assume can only be obtained in Corfu town?

Good news regarding the delay and the haul out. However i wonder how someone will prove he has been hauled out when getting his dekpa stamped AND has not paid the complete year.
