I have used Mr. Hassan services on the 5 May 2023 for boat clearance and sailing permits. Unfortunatelly the sailing permits were not complete (even though the agent had assured us that everything was in order) and we ended up been brought back to port escorted by the Djibouti navy and forced to remain at anchor for 9 days for investigations. The agent was jailed for 4 days then released. We had a very bad experience and we recommend to those who wish not only to stop over but also to visit the gulf of Tadjoura and its surroundings to contact more qualified agencies able to provide assistance in obtaining all navigation permits.
