We had first anchored behind some mangroves a couple of miles south east of here in order to go to Niquero in the morning. Around ½ hour later we were approached by a motor boat, full of people all simultaneously telling us that we could not anchor there, could not go to Niquero and could only go to Cienfuegos. When they left, we weighed anchor and shifted to another anchorage, in the lee of Cayo Antonio and further away from our friends in the motor boat. Note: We suspect that this was the first overt notice of Covid lockdown that we experienced.
