Longyearbyen is the Official Port of Entry for Svalbard. Clearance to enter and sail in Svalbard is by permit and is different than the requirements for entering Norway, see the General Procedures for Svalbard outlined below.

The Norwegian authorities do not require a visa for entry to Svalbard, but if you have a visa requirement to enter Norway/the Schengen area, you must have a visa if you travel via Norway/the Schengen Area on your way to or from Svalbard. It's important to ensure that you get a double-entry visa so you can return to the Schengen area (mainland Norway) after your stay in Svalbard. See Norway: Immigration for details.
The Governor of Svalbard (Sysselmesteren) deals with all formalities specific to Svalbard. Vessels with approved permits and traveling in the approved time frames for the permit do not need to preform any additional entry or exit clearance formalities. Vessels should have copies of their paperwork available in case they are checked / controlled by the authorities, which can occur anywhere within Svalbard.
Visiting yachts must obtain a cruising permit before arrival if they want to travel outside of Area 10 and make arrangements for special insurance or a bond to cover the possible cost of a search and rescue operation. The Sysselmester Office explains the requirements in detail on their site and in a vessel’s permit letter. SAR insurance can be arranged through one’s insurance company or through third party insurers like DAN, Global Rescue, Garmin, etc.
Due to the polar bear threat on Svalbard, anyone traveling outside the settlements must be equipped with suitable means of scaring off polar bears. The office of the Governor of Svalbard also recommends carrying firearms with you. The processing time for all types of firearms applications varies and the current wait time is posted on the Sysselmesteren website.
The Governor of Svalbard processes applications for permits to borrow firearms for visiting foreigners in Svalbard. Private individuals over the age of 18 who have a valid Norwegian firearms license or a valid European firearms passport can borrow weapons without applying. Foreigners that need to apply for a permit do so digitally through the Sysselmesteren site. They must meet basic requirements (age, character, personal) and provide information including recent police certificates and verification of sufficient firearms skills in English or Norwegian. Once the application is approved a payment of 248 Norwegian Kroner (approximately $25) is made to obtain the official letter of permission to borrow a weapon. This permission allows the holder to borrow or rent a firearm. Rental can be done at one of the local sporting good shops. Reservations are encouraged to ensure a firearm will be available.
