Here is a useful list of certificates of competency, issued by various countries, which are recognised by the Croatian authorities.

Interesting that for the USA a Merchant Marine license (commonly called the captain's license and issued by the United States Coast Guard) is not listed as being recognized as acceptable proof of competency. Surely this was simply over-looked when compiling that list. Otherwise, any commercial ship captain holding a US license would be illegal in Croatia.
