Colombia: Cartagena - Dinghy and Outboard Theft

I am reporting the theft of a dinghy and a new Yamaha 15hp outboard in the early morning hours of 12/26/09 in Cartagena. The Sailboat was anchored on the outer south eastern edge of the anchorage. The Skipper reported that the Dinghy was secured to the boat with 1/4" galvanized chain, but the dinghy it was not lifted out of the water.

This is the first boat reporting that a chain was cut, as in the other 5 thefts reported to the Coast Guard, the dinghy's were simply secured to the sailboat with a rope painter.
