Forget about paying any kind of Bond. You will never get it back. Join a rally and that issue is taken care of by the rally organizers. Better yet, contact the Bali Marina to organize your CAIT or cruising permit.
Many boats last year went in without anything, told the local people if asked that they were in "transit" to Bali and would be getting the permit in Bali. There is a lot of misinformation on cruising in Indonesia. Sometimes it is better to ask for forgiveness, then permission.
Also this year if you join the East coast Malaysia Rally you can get the Indonesian CAIT for free. Indonesia is a wonderful cruising ground, lots of different cultures to experience, Komodo dragons, Orangutan and giant rays.
Also Malaysia is HASSLE FREE! They like cruisers, 90 day visa no problem, no duty, no import fees and almost free check in and check out.
