Fishing Boats - Panama to Galapagos

Over the past few years there has been much consternation caused by the small fishing boats encountered on the route between Panama and the Galapagos Islands. In August last year I encountered them and was approached by a few small open boats with two persons on board, asking for water, which I gave them.

I am once again undertaking a delivery and am currently between Panama and the Galapagos Islands. I have encountered them again and noted that they were all tending nets on the 03° 00'N latitude between longitude 082° 00'W and 083° 00'W. This time I was not approached by any of the tenders and only received a wave as a greeting.
