On June 23, 2004, we sailed from Port Vila to Havannah harbour but
were turned away at Hilliard Channel (the southern entrance) by a
powerboat with two soldiers aboard, who informed us that the entire
bay inside Lelapa and Moso Islands was closed to cruisers and
fishermen, effective June 1 to August 7, 2004. They had a printed
and plastic-covered sheet backing this up. Neither customs or the
helpful folks at Yachting World in Port Vila were aware of this.
Nearby alternative anchorages include Nawora Matua Bay on the NW
corner of Nguna Island or Undine Bay just to the south on Efate,
but neither offer protection in northerly quadrant winds.
