Clearance

Anchor off Kupang on the small beach with a rivermouth on the western side. There is about 50 feet of water and the holding ground is good. When going ashore take care of local fishing boats that are anchored fore and aft to the beach. The surge can be quite strong so quick action on the beach may be required. The authorities to visit are first Immigration, then Navy, and finally Harbourmaster. Expect formalities to be lengthy.

All CAIT applications are done in Jakarta and take 4-6 weeks to process. If you arrive in Kupang without a permit (CAIT) it can cost a lot of $US depending on the mood of local officials. It is not correct (as has been rumoured) that the Indonesian Consul in Dili can issue a CAIT on the spot.
