Estonia - Clearance
Notice April 2022: Russian flagged or registered yachts are not permitted to enter any ports in Estonia. See news item for details.
ARRIVAL FORMALITIES
With the introduction of the Europe-wide entry and exit system (EES) (now delayed until 2024), biometric data will need to be recorded on entry and exit for third country travelers. While this negates the need to have passports stamped, it will require a visit to an official office at a port of entry, therefore flexible clearance at marinas may no longer be possible once it is implemented. It is not yet known how rigidly EES will be enforced for pleasure boat users.
All Estonian harbors are open to foreign yachts, including the old Russian naval base at Paldiski.
General Process
Arriving from within the EU:
There are no formalities required for EU yachts arriving from or departing to other EU countries, simply contact the Harbor Master by phone or VHF prior to arrival.
Arriving from outside the EU/Third Countries:
If you are a non-EU yacht, or an EU yacht coming from a third country, the first stop should be at a port of entry. Contact officials and visit Customs shortly after mooring.
Customs will want to see a crew list. Also keep in mind that there are Customs rules if coming from a third country. See Customs for more details.
CLEARING OUT
If departing for a non-EU country, or you are a non-EU yacht, skippers must report in to the officials at least one hour before leaving Estonia.

Pirita is probably the worst harbour in Tallinn and in deep need for renovation…
however there are many new Marinas.. Tallinn Old City, Kakumäe (opened 2017), Lennusadam, Mniiduranna
In Muhumaa – there is also Lõunaranna, Hiiumaa is Heltermaa etc… there is probably about 3-5 new harbours that are opened evey year.
