We visited Puerto Deseado in November 2018 and were allowed to moor at Gipsy (which now has a different name) for USD 25 per day (irrespective of boat size). There is electricity for two boats. The town has a decent supermarket and vegetable/fruit shops.

We visited Puerto Deseado in November 2015.
Tidal streams at the entrance may be quite high, but we could manage them without problems. The buoys in front of the Nauti Club no longer exist. So we dropped the anchor in the middle of the small bay in front of the Nautic at about 7m on low-tide. Be careful and keep a good distance off the wooden jetty.
It will dry out at low tide. The ground is good – but we could not put out more than 50m of chain in this small bay. At high tide, the anchor then lies in about 15m and the rocks are just behind your boat.
Strong winds and gusts are not uncommon – and the boat is turning around all the time (because of the wind and the strong tides). We did not have a problem with the anchor – but on the other hand, we also did not sleep very well in these conditions.
There is another anchorage just in front of the LF Rocca Magallanes (about 1 cable to the south) – but here you are out in the middle of no-where and for crossing the river you need a good dinghy.
Further to the NE, there is a shipyard called GIPSY (47deg 45.142N, 65deg 55.028W)- there you can ask for permission to go alongside their pontoons. If you are (very) lucky you will get a place there (about 250 pesos/day).
