Eastern Caribbean Updates, in particular SailClear

I have cruised the Eastern Caribbean for 4 weeks in May 2014. Here are some updates, especially on the Sailclear system.

Countries: St Martin , Anguilla , British Virgin Islands , Montserrat , Sint Maarten , St Kitts & Nevis

Anguilla, Road Bay:
Immigration: Not using Sailclear yet
Customs: Fully implemented and working – VERY easy

BVI – Virgin Gorda – Spanish Town:
They had not even heard of Sailclear.

St. Kitts – Basseterre – Port Zante Marina:
Customs: Fully implemented

Montserrat – Little Bay:
In the entrance hall there was a PC with “Sailclear” in big letters, but it was not working. Staff was aware but said they haven’t been trained nor have any user/pwd to the system.

Data privacy seems to be one BIG thing in Sailclear which I was not aware of: For clearance in St. Kitts I didn’t submit a notification via Sailclear. Nevertheless the lady at customs was able to find my boat and all my crew WITH ALL PERSONAL DETAIL. – I was shocked. – Does that mean authorities in all connected countries can access all personal detail entered???

Other useful details for the area:

-          Leaving St. Martin – Marigot, through the Bridges on the Dutch side was no problem. Though once anchored out in Simpson Bay we were controlled by the Dutch coast guard and questioned why we didn’t clear in on the Dutch side. OK, seems to follow the rules, but looking at the islands’ handling of clearance this seems a bit odd.

-         BVI – Virgin Gorda – The Baths: In the past it was no problem entering the swimmers zone to the beach by dinghy under oars. This time we were shouted at. When I asked how to get towels and cameras ashore the ranger suggested we take a taxi from Spanish town… scaring off boaters?

-          St. Kitts – St Christophe Harbour: Works are ongoing but seem to be delayed and marina seems quite far from being operational.

-          St Kitts and Nevis: Entering the country in St.Kitts and leaving from Nevis everyone told us a different story; where to visit which of the 3 authorities at what time of our stay and what to put in which paper (Customs, Immigration, Port authority).
